Germany uses a progressive income tax system defined by a mathematical formula (Section 32a of the Income Tax Act) rather than simple brackets. The basic tax-free allowance (Grundfreibetrag) is EUR 12,096 for 2025. Above this, the rate increases from 14% to 42%, with the top rate of 45% applying to income above EUR 277,826. A solidarity surcharge (Solidaritatszuschlag) of 5.5% of income tax applies for higher earners. Social security contributions in Germany are substantial and shared equally between employer and employee. The combined rate is approximately 40% of gross salary. Employee contributions include health insurance (7.3% + supplementary rate), pension insurance (9.3%), unemployment insurance (1.3%), and long-term care insurance (1.7-2.3%). Contributions are capped at income ceilings (Beitragsbemessungsgrenzen) that differ between East and West Germany. Church tax (Kirchensteuer) of 8% or 9% of income tax (depending on the state) applies to registered members of recognized churches, which includes most Catholics and Protestants unless they formally leave. Germany uses income tax classes (Steuerklassen I-VI) that determine withholding rates for different family situations. Germany offers limited tax deductions for employees: a lump-sum deduction of EUR 1,230 for work-related expenses, commuting allowance (Pendlerpauschale) of EUR 0.30 per kilometer for the first 20 km and EUR 0.38 beyond, and special expenses deductions for insurance contributions. The corporate tax rate is approximately 30% (15% corporate tax plus solidarity surcharge plus 14-17% trade tax).
